Saudi Arabia’s ACWA Power, the United Arab Emirates’ Masdar, and Azerbaijan’s SOCAR Green have announced the establishment of a consortium named “Caspian Breeze.” The news was reported by the Information Service of the Renewable Energy Sources Agency under the Ministry of Energy of Azerbaijan.

The purpose of the “Caspian Breeze” consortium is to implement projects for the construction of wind power plants with a total capacity of 3.5 GW in the Azerbaijani sector of the Caspian Sea.
The idea of forming the consortium was first discussed about a year ago at the COP29 conference held in Baku. Currently, SOCAR Green’s portfolio of renewable energy projects in Azerbaijan amounts to 1.7 GW. However, the company plans to engage for the first time in offshore renewable energy development within the framework of this consortium.

In total, SOCAR Green aims to implement projects totaling 6.6 GW in the field of alternative green energy, with more than half focused on offshore wind energy. Azerbaijan’s wind power potential is estimated at 157 GW, making it one of the most significant sectors for the country’s long-term energy balance along the Caspian coast. In addition, Masdar and ACWA Power plan to implement major green energy projects in Azerbaijan, each with a capacity of 10 GW.

Azerbaijan is committed to developing alternative energy in an accelerated, phased manner for the periods 2027–2030 and up to 2050.
