An extraordinary meeting of the Heads of Customs Administrations of the Organization of Turkic States (OTS) was held on 10 February 2026 at the Palais des Nations in Geneva. The meeting was attended by OTS Secretary General Kubanychbek Omuraliev, senior customs officials from member states, as well as representatives of the United Nations Economic Commission for Europe (UNECE) and the International Road Transport Union (IRU).
In his opening remarks, the Secretary General emphasized the strategic importance of holding the meeting within the framework of the UNECE Global Forum and the session of the TIR Administrative Committee. Discussions focused on the action plan for the implementation of the eTIR system, the implementation of the Simplified Customs Corridor Agreement signed in Samarkand in 2022, and preparations for introducing the eCMR system across the OTS region.
The activities of the special working group conducting the eCMR pilot project were among the key topics of the meeting. In addition, the issue of granting priority passage at border crossing points to carriers using digital systems such as ePermit, eTIR, and eCMR was considered. At the conclusion of the meeting, member states reaffirmed their commitment to deepening cooperation in the customs field, developing digital transit solutions, and strengthening regional integration.
