The Chairman of the Kyrgyz Customs Service, Almaz Saliev, and the Deputy Minister of Trade of Turkey, Sezai Uçarmak, signed documents on December 2 in Ankara that launch mechanisms to accelerate the movement of goods across borders.

The meeting took place within the framework of the third session of the Joint Customs Council. The parties approved technical conditions for two intergovernmental protocols:

— preliminary information exchange on goods and vehicles,

— simplified customs control.

The signed agreements create a foundation for introducing digital tools that will enhance transparency of procedures and reduce cargo processing time. The issue of mutual recognition of electronic documents was also discussed during the meeting. The Kyrgyz delegation proposed using an electronic digital signature developed by the Customs Service to certify documents.

The Turkish side supported the initiative and confirmed its readiness to accept such documents as officially certified. To finalize technical parameters, experts from the two agencies will hold a separate meeting in December 2025.

The heads of the delegations also approved a new regulation on statistics. From now on, the two countries will exchange data on mutual trade volumes twice a year — by January 15 and July 15. This will allow for timely monitoring of trade dynamics. In addition, the parties agreed on a joint action plan in the field of cynology for 2026. The next meeting of the Council will be held in Kyrgyzstan.
