The Parliament of Kazakhstan has ratified an agreement on strategic partnership with Azerbaijan and Uzbekistan in the field of green energy production and transmission. This was reported by the Kapital.kz news center.

According to Kazakhstan’s Minister of Energy Yerlan Akkenzhenov, the document was signed by the heads of state of the three countries on November 13, 2024, during the COP-29 conference held in Baku.

The agreement aims to effectively utilize the potential of renewable green energy sources and promote their export. The document also предусматривает implementation of projects for the production and export of green ammonia and hydrogen, as well as the expansion of energy supplies to European markets.

According to the minister, within the framework of the project, green energy produced in Kazakhstan and Uzbekistan is planned to be transmitted to Azerbaijan via an underwater cable laid along the bottom of the Caspian Sea. In addition, a similar project through the Black Sea will create opportunities for exporting electricity to European countries.

He noted that a key element of the project is the construction of a deep-water submarine cable operating on high-voltage direct current (HVDC) along the bottom of the Caspian Sea. Although technically complex, the project is strategically important and will enable direct access to the European Union electricity market.

Currently, the project has moved into an active implementation phase. Under a previously signed memorandum, the energy authorities of Kazakhstan, Azerbaijan and Uzbekistan have selected the international Italian company CESI Consulting as a consultant to prepare the feasibility study. The project is supported by the Asian Development Bank and the Asian Infrastructure Investment Bank.

In addition, in August 2026 Kazakhstan and Azerbaijan reached an agreement to lay a communication line along the bottom of the Caspian Sea. Its length will be approximately 380 kilometers, making it the first submarine optical communication line in the history of the Caspian Sea.
