In 2026, the Turkish conglomerate Cengiz Holding plans to begin construction of two sugar factories in Kazakhstan. The project is expected to attract $500 million in investment over a period of 10 years, reports the business information center Kapital.kz, citing the press service of the Ministry of Agriculture.

This became known during a meeting between the Minister of Agriculture of Kazakhstan, Aidarbek Saparov, and a member of the Board of Directors of Cengiz Holding, Cengiz Şaban. During the negotiations, the parties discussed prospects for the development of the sugar industry, investment opportunities, and potential joint projects in the field of deep processing of agricultural products.

Aidarbek Saparov emphasized that the ministry is implementing comprehensive measures aimed at reducing import dependency and transitioning to self-sufficiency. “Creating new processing capacities and forming a stable raw material base are key state priorities. The initiative of Cengiz Holding is a strategically important step toward strengthening food security,” the minister noted.

The Turkish holding is considering the construction of two sugar factories in Kazakhstan with a total capacity of up to 300,000 tons of sugar per year. As potential locations, the North Kazakhstan and Pavlodar regions are being studied, as they possess favorable climatic conditions, infrastructure, and land resources suitable for sugar production. According to Cengiz Şaban, the project includes $500 million in investments over 10 years. Construction of the factories is planned to begin in 2026, with commissioning expected within two years.

Implementation of the project will help supply the domestic market with sugar and develop related industries such as feed products, food additives, industrial alcohol, and other types of production.
