The meeting, hosted by President of the Kyrgyz Republic Sadyr Japarov, brought together President of Azerbaijan Ilham Aliyev, President of Kazakhstan Kassym-Jomart Tokayev, President of Uzbekistan Shavkat Mirziyoyev, President of Turkmenistan Serdar Berdimuhamedov, and President of Tajikistan Emomali Rahmon.
Opening the meeting, Japarov stated that cooperation among Central Asian countries has reached a new level in recent years. He emphasized that border agreements, solidarity on international platforms, and expanding economic partnerships have strengthened regional stability. He also noted that the China–Kyrgyzstan–Uzbekistan Railway Project, along with investments in energy and transport, will play a crucial role in the region's development.
Aliyev: We Have Become a Single Geopolitical and Geoeconomic Region
President Ilham Aliyev stressed that relations with Central Asian countries are among Azerbaijan's foreign policy priorities, recalling that Azerbaijan was participating in the Consultative Meeting for the first time as a full-fledged member.
Aliyev noted that high-level reciprocal visits have intensified in recent years and said that Central Asia and Azerbaijan are increasingly becoming a single geopolitical and geoeconomic region. He added that Azerbaijan would play an active role in advancing regional cooperation in the coming years.
Energy, Transport, and Digitalization in Focus
President Kassym-Jomart Tokayev of Kazakhstan said that Azerbaijan's full participation marked the beginning of a new phase in regional cooperation and would accelerate joint projects in investment, energy, industry, transport, and logistics.
President Emomali Rahmon of Tajikistan highlighted the importance of energy security and proposed the establishment of a large-scale oil refinery capable of meeting the needs of the region.
President Shavkat Mirziyoyev of Uzbekistan emphasized the need to strengthen cooperation in trade, technology, and digital transformation. He stated that Central Asia should become a competitive hub for education, science, innovation, and big data. Mirziyoyev also called for coordinated action to address the risks posed by climate change and stressed the importance of developing long-term solutions.
Cholpon-Ata Declaration Adopted
At the conclusion of the meeting, the leaders adopted the Cholpon-Ata Declaration, outlining goals to strengthen regional cooperation, deepen economic integration, and support joint projects. The summit reaffirmed a shared commitment to developing transport corridors, enhancing energy security, increasing trade volumes, and strengthening cultural ties.
